It does not work. You either have a wiring error or panel issue. Go find it.

Thanks you are absolutely right. These are questions ask by Nabcep which for me your answer is the no brainier but their answer bank wasn't that simple. So just picking people's brain. Thanks. Why would it register the higher amps. I would love to pick your brain with questions if you don't mind

That is crucial information you withheld and is the smoking gun. So I got it right with you having a wiring issue, and now that I know 0 volts and high current means it can only be one thing. That string is shorted out as others have stated after you let it be know there was high current.

No Voltage + No Current = Open Circuit
No Voltage + High Current = Short Circuit.
