With no load (not even an inverter connected) that is totally unacceptable and a sign that something is wrong.
On the other hand, if you had a very large inverter with no AC load on its output, you could still be pulling power from the batteries. But not enough to explain what you see.
But the more likely explanation is that somewhere along the way your batteries have gone belly up, possibly from too long storage without charging or from chronic undercharging in your system.
