Most EV's need a 120 or 240 VAC power supply for their "charger". So you can either replicate the AC Grid power with a inverter and minimal battery bank and feed it AC, or you may be able to feed 200V DC somewhere into the vehicle power buss and the on-board charger takes it from there. But not from a 48V CC.
