In most states projects over a certain cost limit require a contractors license unless the homeowner acts as the general contractor, and even then the subs need to be licensed if their part of the project is over the limit. The OP is in California and I have pulled permits in three jurisdictions in California as an owner builder with no issues. Some places are more strict and others less so. He said in LA and I don't know if that is the City of LA which can be a lot more difficult than other cities in LA County.
