I agree with you on the 1:1 correspondence, but still, have you contacted Consumer's energy and asked them ?

Yes I requested detailed info, but I have not hear back from them yet.


EDIT.
So I finally spoke with them.
For now it is 1:1, but a change is expected in June... and who knows what will happen.
But whatever happens, I would be grandfathered for 10 years.
