Solar panel costs from China

An friend and i are trying to see if we can make a small enterprise here in Mexicali that installs 1000 kW residential systems. We have been looking at the Chinese websites that advertise 203 W panels for ???? $2.80 a piece???

Does this look real? Can this be? How can this same panel cost $500 in the U.S.?

it's $2.80 per watt. so a 203W panel would be $568
