The IRS blurbs do not disqualify such a thing. The point is that some related, and what is deemed required work, within reason, is also eligible for the tax credit. Some folks, for example, have claimed repapering under an array. Like all here and elsewhere say, consult someone knowledgeable in the area, like a CPA who does taxes and also owns a solar array over a repaired roof.

I would imagine they might run into trouble doing a joint - quote for roof AND solar, as some people might try to get a federal tax rebate for the roof. Think about it; if they did both in one quote, they could say "roof is $10,000 and solar is $20,000 but if you buy our solar system with premium conduits for $29,999 we'll throw the roof in for $1" There is probably some sort of regulation there to prevent abuse of the federal tax rebate.
On the panels thing, they probably have an agreement for a certain type/brand of panel and get that type/brand for cheaper. It's how they create a competitive advantage.
Companies have been doing this for years. If you look at the specific language, it allows the credit not only for solar but for all applicable and related upgrades to make the solar feasible. People should consult their tax professional of course but if you need your roof upgraded and are looking for solar, including both in the same package allows the 30% credit to be applicable for all of it.Comment

PD typical installs are SolarWorld panels along with Fronius inverters. Their other options was Enphase microinverters with SolarWorld panels. Previous models of their microinverters were made in China, but newly made ones should be made in USA (city of Milipitas, CA) based on new contractor signed in April 2015. I went with PD not due to their pricing. Their prices are average at best. I chose them because they are a roofing company and many of their parts are made in USA. I am not comfortable with companies that needs to outsource to 3rd party or just plainly in the solar business. Their project manager/coordinator was slightly above average. Install crew and sales was excellent. Their service was great overall since when I call and complain, my issues gets resolved right away (within 24 hours). Some people may say it's my responsibility for lack of foresight, but to me as a customer, it should not matter and if we are taken care of properly as customers, we can be happy customers and let others know about it.Comment
