Good question.
The theory says that matte glass might be able to collect more light which is coming at the panel from very far off perpendicular. But at that point not a lot of light is hitting the panel surface anyway.
The theory also says that there will be a lot more light lost to reflections and dispersion when the sun is coming straight at the panel and should be delivering maximum power.
Which is the larger effect?

In practice, I observe that no commercial panels use matte glass, and take that as my answer.

It would be simple to test - a piece of plain glass and matte glass - put them over a black piece of material and watch the temperature of each.

The plain glass should show much better performance.

An indirect test - looking at one thing while checking another but it would be easy and cheap while doing the job.

Thank you both for responding. I saw it advertised and thought the same thing, "No panel manufacturer advertises it".
Wanted to get feedback from people that are not selling the product.
