In many jurisdictions you are allowed to do your own work. You should at least check with the AHJ to see how much you are allowed to perform. In PA and Conn for instance in order to qualify for the state credits it must be installed by a certified professional. But check the rules in your particular instance.
You will most likely need an electrician to do the final connections into the panel box but installing railings, inverters (particularly Enphase which are basically plug in units (And not the plug and play chinese ones we all harp about)NABCEP certified Technical Sales Professional

No some jurisdictions will allow you to DIY if you can jump through all the hoops and pass inspection. YOu may need to have an PE do the drawings and certify the structure. First big hoop is pulling the PERMIT.
Besides buying the panels will be alot less expensive, and they will actually work.MSEE, PEComment

The usual green whine - when not allowed to do what one wants it is time to kick, scream and whine while blaming 1) big companies, 2) big oil, 3) big ag, 4) big pharma and on and on.
Get a life and get real - you have your mind made up for something silly and are upset when it is pointed out to be silly.
There are plenty of sites that will accommodate you - tell you what you want to hear.
The guys here will tell you the truth and the correct way to go about things.[SIGPIC][/SIGPIC]Comment
