Splicing 10 Aw wire , positive DC wire from back of panel was eaten by a rodent. What type of electrical splice do I use.

Depends on current. If you use a crimp connector get the right terminals and the right crimper. An oversized terminal along with a pair of pliers to crimp will lead to unhappiness.

In that environment I would put some liquid tape on the splice, then
shrink the tubing over it. The liquid will squeeze out the ends, sealing it.

I'd use a crimp butt connector with heat shrink tubing over it. Do it after dark.
