Is there a way to reduce Inrush Surge Current for efficient solar design?

Obviously the solar system can be designed for load.
Is this the only solution?

How can we reduce the overdesign required for running 240V Ballasts:
Power 315W
Input voltage(AC) 240V 50Hz
Line Current 1.42A@240V
AC inrush current(Max) Cold start, 50A/230V
Rated Power 340W

Are you talking about fluorescent ballasts? I am in the US and have been replacing the ballasts and wiring the fixtures for 120V LED tubes. They last longer and take less power.

What product and what are they used for?

There are many LED lighting products that are more efficient than Metal Halide. They to require Current limiting drivers which have some surge. A friend has been using Metal Halide to grow vegetables and saved money by switching to LEDs.
I know that does not solve your inrush problem but conservation will save you money in the long term.
