There must be a service disconnect rated at 22,000 A.I.C. before the load panel (combiner panel) and the conduit from the meter to the service disconnect must be rigid (RMC) type.

If you use a 200A meter can with a 200A main breaker and have a main panel with a 200A main, you can do a load side connection the 2 breakers with the 200A fused disconnect
My utility in NH, Eversource does not allow line side taps in the meter box. Reportedly several solar firms had to rework taps they had installed. I do not know if its a code issue but I have heard several other utilities have the same edict.
