CEC temperature correction 64-202 2) notes

CEC rule 64-202 2) doesn't specify what minimum temperature to use, but I noticed the notes clarify this:
The lowest daily minimum temperature described in this Subrule is available from Environment and Climate Change Canada, "Canadian Climate Normals".

The daily minimums are a "normal" minimum, not an extreme minimum.
For YHZ, the January "daily minimum" to use with 64-202 is -10.4C, not the "extreme minimum" of -28.5C.
Canadian Climate Normals web site is a gateway to information on, climate normals, climate averages and extremes past weather data includes: temperature, snow, snow on ground, precipitation, rain, wind speed and direction, heating and cooling degree days, visibility, and relative humidity, wind chill and humidex.

For the CSI CS3W panels I have on my garage, the TC is .27%/C. .27%/C * 35.4C = 9.558%, which is a much more reasonable correction than the default 25% specified in the CEC when the panel TC is unknown.
