What is Rule 21 Non-Export?

Trying to get the NEM transition going with SCE, but they are asking if I am Rule 21 Non-Export. What is that? The default selection is "Yes".

1.) Google Rule 21 + SCE.
2.) What did SCE have to say about it when you called them ? I usually get better info from the source.

Yea I read that before I even made this post but its so cryptic as to what it actually means, I had to look up a video of someone talking about wtf rule 21 is.

My guess is they are referring to the California Rule 21 that requires smart Inverters. Why it says "Rule 21 Non Export" beats me. Are you sure you are filling out the correct application for Net Metering? I did one before Rule 21 was adopted and it obviously never asked that question, or anything about Non-Export.
