I need some advice. I'm trying to come up with a design for a ground mount that won't be so tall that it will extend above my deck but I will still be able to adjust the tilt twice a year. I live in Ohio and I'm concerned about wind. Thus I'm trying to avoid the use of any type of lumber in my design. I have about 6 feet of vertical height to play with. I'm not opposed to a short pole mount system or prefabed materials, but I don't want to spend ridiculous amounts of money on this.

Adjust ability is nice in theory but not really practical from an economic standpoint. Just add more panels to a fixed array and forget about adjusting twice or more a year. Usually space is not a problem with ground mounts, but if it is then spend a little more for higher wattage panels. -
Several short arrays will work as well as a tall one, and are a lot easier to adjust. And a lot easier to
