Nice writeup. I've just finished my own ground mount, so, a couple of notes:
* You did not need an engineer and you have no structural calculations. In this corner of the country you would not get a permit to build the thing without some kind of documentation showing that the array won't up and fly away next time we have 90 mph winds. Commercial PV rails come with certification letters, but, for a construction that is welded completely out of 1.5" pipe, you would need to hire an engineer.
* 1.5" pipe and piers to 2.5' depth at what looks like 10' spacing (you didn't specify the diameter) are _way_ less than what was required engineering-wise here. I wish I could get away with those dimensions - would have saved me tons of time! I had to use 2" pipe and piers to 4.5' depth, 12" diameter, 6' spacing. And I had to schedule separate inspection just for those holes.
