Yes. When exposed to neutrons transforms to U233 which is then split to generate energy. That turns into U235 and then into Plutonium. Thorium is the seed fuel used in Breeder reactors where one reactor makes the fuel for the next higher order reactor.

Can Thorium be used as a power source?

Have you tried researching on the internet? I spent 15 minutes - there is information out there - doesn't sound promising (edit - practical) depending on what your application is, due to it being radioactive.
