Are there any pumps out there that will work without a regulator and connect directly to the panel? I don't care if the fountain that I am making is high during the sunniest part of the day and low at other times.

    Yes google solar powered pumps.
You may need a linear booster to prevent the motor from stalling during low solar periods.

I think I found something for about $100. Is that a reasonable price?

          price jump

I've found a lot of pumps under $20 that take just a few watts of power. And, I've found a few pumps that take a lot of power that cost over $100. Is there nothing in between or am I just don't googling the right keywords?
