Will this controller properly charge my AGM battery?

I know you get what you pay for, but I found this for $9. I'm currently using a controller I made from a linear voltage regulator and an potentiometer. In the winter months, I set the voltage at 14.7. The controller pictured below is fixed at 14.2. Will this fully charge my battery?
