starting voltage too high

thats opposite problem. 120v is not the max voltage, but the min starting voltage. max voltage is about 500vdc on this device...

i have 3 panels 300w 29voc in serial = 117V. can i get this device working, even if it has starting voltage defined to 120V?

It should work but you run the risk of getting more than 117V if the panel temperature gets real low. I am unfamiliar with that CC but a quality one will usually accept input voltage that exceeds the max rating but others can fry themselves. You have to determine if you want to take the risk or not.
