Ok Guys, This is what I did. I took my charge controller and changed it with a stand alone system I have set up for my freezer.
Hooked it up on the freezer and it did not work right there either.
I took the charge controller from the freezer set up and hooked it up in the house and the system works fine.
So it looks like I need a new controller.
Thank you guys for your help!

There has been other discussion on how different meters respond to different waveforms then report them via the display. The peak (likely short time pulses) voltage MIGHT show something that differs from the battery voltage. I'm old school, but unless on "pure" dc or clean, non-PWM generated "pure sine wave" ac, I don't trust meters for anything but relative information. I have an oscilloscope for things that matter.
