HI All I am new to the use of solar stuff so I have joined you
I have brought a DC-DC 400W step down controller converter high voltage 319V to 12V and a solar roll 319v
MY question is "What else will I need to to run my 12v lights and charge my car battery's"

As I said in the other post you will need a battery of some kind beside your car's and a solar charger otherwise you will not be able to run your lights by late afternoon.
