Well I'm wondering are there any companies that manufacture panels of that size (12v 5w) because I can't find any manufacturers. The company above said they manufacture themselves but use it in their products and don't sell the cells themselves.

There is a slight possibility that your luck will improve if you ask about 12V 5w panels, which are made up of many .5V cells. Some companies make cells and only sell them to other manufacturers (or as seconds ending up on eBay). Some companies buy the cells to assemble panels, and some companies make both the cells and the panels.
Going back to your original post, you will never find "a solar cell producing 12v".
