Charge controller thinks battery bank is empty

See the attached photo. The open circuit voltage was around 25.4, and the battery indicator on the controller showed it at one bar, almost empty. I have it wired to 4 12v 100AH batteries, wired in series/parallel for 24 volts. Shouldn't it see them as fully charged at 25.5 or so?

Could it be doing an equalization charge? I just hooked this controller up yesterday, and the only manual setting I'm able to adjust for the batteries is battery type (without the addon MT50 remote meter), so I have no idea.

Normal absorb charging should be 28.8v or close to that , EQ charge is more like 31v, so yes your battery is partially charged and the CC is charging away to hit absorb voltage before throttles back to float voltage
