I cannot hang a window air conditioner out of my window due to association rules!!!

What is the best way to make a portable air conditioner?
I know golf cart batteries are the best for solar energy. But I cannot a afford golf cart batteries so what is the next best battery on the market for solar use?

My battery bank is showing 11.4V using 2 45W solar panel kits from Harbor freight and 2 12V 35amp batteries. What do I need to buy more of batteries or panels. Do I need to abandon my current batteries and get better batteries or more panels? The batteries are wired positive to positive and negative to negative.

I don't know about that Air cooler. Seems like it has a lot of poor reviews for not producing cool air. It might be better to use a fan blowing over a bowl of ice cubes if you know what I mean.

Research it online carefully. Also I think that the cooling specification for it are measured using a block of ice rather than just water.
If it does not pull in outside low humidity air, then it will end up just making it hot and humid inside instead of just hot.
With a low humidity outside, an evaporative cooler can be both efficient and comfortable, but I have seen reviews online and in print that literally suggest that a fan and the same amount of ice will work just as well and cost less.
It can provide some cooling if you sit right in front of it, but do not count on cooling all of a room.
If you cannot install a window unit, you can install a vent tube in the window and a duct and shroud to bring outside air to a unit designed to mount outdoors.

Why am I getting this on my meter is stating 14 to 19 volt's of electricity?
But charge controller in showing 11.3V

I own one of those floor models made by NewAir. It is rated 10,000 BTU 909 watts at 115 volts. It does a real good job of cooling the master bedroom and bath but I would never be able to run it off of a battery system. That is what my generator is for.

I think that having to run air through the wet filter pad or fiber stack takes a lot of the possible efficiency out of the blower fan. But 909 watts for a unit which is not an actual compressor type A/C seems awfully high to me. Or is the NewAir you are referring to an A/C rather than an evaporative cooler?
I used a Pinguino unit for a few years some 10 years ago, and was reasonably satisfied with it. The SEER was nothing to brag about, but it did the job.

It's an AC. Model is AC-1000E 10,000 BTU. I can't run my big home AC unit without full house power since it needs close to 10k watts but I can run this thing.

Then you cannot afford solar period. It would be very foolish to run anything off solar if you have commercial power. Anything you take off commercial power is going to cost you 10 times more for the rest of your life. So if you cannot afford to pay your your electric bill to run a air conditioner, you damn sure cannot afford it to run off solar period.

Cannot be done with Off grid solar. It is impossible. You will go from paying your mean ole electric company 10 to 15 cents per Kwh to the nice Green dealer $2 per Kwh. He is green because he robs your cash. Stick with your electric company, best deal you will find anywhere.

The CC is meant to always be connected to a battery, and is most likely going to read the battery voltage (output voltage) which will be pulsed on and off to average what it want to send to the battery.
On the other hand your meter is either reading the panel voltage (which will go between roughly Voc and Vmp as the CC takes current pulses from it) or the peak of the pulsed voltage coming out of the CC. A little (well, actually a lot) more information about panel, CC, battery and where you are measuring the voltage would make it a lot easier to understand.
