I am having solar panels installed on a flat tile roof. The installers are cutting holes through the tiles, and then installing L shaped brackets into the trusses with some white polyurethane seal. Does this seem like a typical installation method? All of the youtube videos that I saw do not cut the tiles and they use different brackets that stick from under the tile.

There are a couple ways to do flat tiles. The way your installer is doing it is WRONG.
The acceptable methods are as follows:
Use tile roof hooks, which mount underneath the tile, and extend out below it. They require grinding off some of the bottom of the tile. Typically these get flashing as well.
The second option is double flashing. Remove tile, add flashed L-foot, then cut tile and add secondary flashing.
The third option is a tile replacement flashing. Basically remove the tile, and the flashing replaces it.
QuickmountPV has all 3 options. I think Unirac just came out with a Tile replacement, but I'm not super familiar with it.
