    If you measuring the usage with kill-a-watt meters the readings will probably be slightly different than the solar monitor would have you think.

    How are you accounting for other/vampire loads ?

    Ya' know, monitoring systems of most any type are not completely accurate, some less accurate than others. They may mot be suitable to measure what amounts to fly spec size differences.

    Your questions do not make any sense. Where are you coming up with FLOAT?

    Power of watts is what you are after. Volt-Amps apparent power. So if your meter says it is consuming 54 watts and 95 VA means the lights are highly inductive with a Power Factor of 54 watts / 95 VA = PF .56 which is very poor.

Two of those shop light fixtures or a total of 4-32 watt bulbs seems to float at 70 or 95 Watts according to the solar monitoring system. Question number 1 how much power are they using? Question number 2 is the level a solar system floats at an indication of how much power the Appliance being powered is using?
