Quick tax question - state rebate and federal tax

I know this forum is not for tax question - but wondering what others have done. State tax rebate (NY) - came as a refund and I itemized the federal tax last year - so should I be putting this as the refund from last year and adding it to my federal income this year? What have others done in this scenario.

NY state 1099-G is saying - nothing to report. Not sure if I am too early (they have not prepared it yet) or something else. NY does not mail 1099-G - we have to go online and get it if we want.
