Took my plans to building for a permit yesterday. Calif fire code page 109 sec. 605.11.2 states ground mounted arrays do not need to comply with the set back requirements and that is what I based my plan on. El Dorado co has a 20ft side set back, I planned a 10ft set back to get less shading from the oak trees on my property. Building dept.says no I have to have 20ft set back. What I am now looking for is an Android app that might help me find the best position for my array. With a 10ft setback no problem, but the additional 10ft to the south I'm not sure of the best position to reduce the shading as much as possible. Any apps out there to help me?

The setback codes that do not apply for ground mount are the roof fire code set backs.

there are lots of design tools that will do this. You would likely have azimuth as well if there are shadows, a change in azimuth might help.
Aurora, solardesigntool, hilioscope, etc. can help with design and optimization around shadows.
