Dear all, I am new to SOLAR POWER. . . Someone fixed for me 1xSolar Panel of 300WATTS and 9.12A ISC PLUS: 2xBatteries 200Ah and so the batteries are not charging well now. . . He is suggesting adding one more SOLAR PANEL 300WATTS. . . Can any one give some suggestions. . . Thanks

The proper amount of charging amps for a 200Ah 12v battery would be 17 to 25A so one panel with an Isc of 9.12amps is not enough.
If you have wired 2 x 200Ah batteries in parallel you will need twice the amps (35 to 50A) to properly charge a 400Ah 12v system.
So to answer your question, if you have a 12v 400Ah battery system you will need 4 of those 300 watt panels. -
