Reading Solar Panel Specifications Label

Can anyone explain to me the capacity of this panel. I can't understand the specifications as stated on label.

Actually saw better than that last week while looking for a ground fault on a new install.
Pyronometer was reading at 1300W m
2
cell temp was 76
o

Just where to you go to get something like that calibrated (other than back to the manufacturer?)

The thing is brand new. There may have been some cloud lensing as it was a partly cloudy day.
