  • Sizing Panels in Cold Temperatures

I tried searching and didn't find what I was looking for.

I know the voltage goes up on PV panels when the temperature goes down. What I can't seem to find is what low temperature should be used in calculations. Should it be the record low or some average low?

You should use the lowest temp the panels are expected to be exposed to. In my location I have seen -35 F and that's what I plugged into the calculation. The reality is that with a string inverter, there is some margin if you size the array on the low end of the voltage range. What you need to ensure is that at no point does the voltage exceed the maximum voltage and that occurs sometime around sunrise on cold sunny day in the winter sometimes around sunrise

Using something near the record low usually makes sense. The "extreme min" shown by this site is intended to be the min temperature used for PV system design.
