    Newbie near Hotlanta

Been reading here for weeks and extremely grateful for all the available info.
I'm getting ready to put my specs together for home system, but I need to be enlighted on a few topics. 1) What percentage of your utility bill, (902 kWh monthly avg last 39 months) do I want to offset? I've seen plenty of examples, 30, 45, 60, etc; but no reason on how/why people arrived at this percentage. I have read many times here,"offsetting your total bill MAY not be
the best choice". Is there a formula, equation that gets you to the most cost effective percent
you should try to offset? Georgia Power offers net-metering, a very convoluted rate plan,. So I am lost to figure out what I will generate for me, sell back to utility with my goal of Net-Zero.
Again I've seen here many times, "Don't Oversize " your home system. Thanks!!
