    The view of the present administration is to treat pollution as a separate problem in different places. However, oceans and the atmosphere are common. Whether coal is burned in China or the US it is all the same.

    The company I worked for in India is switching over from natural gas fired turbines to buying coal power from the grid (and that some dirty coal) and building coal fired power plants of their own. Natural gas is too expensive to make power with and be competitive in steel making.

      And probably easier to make coke from coal than CH4 as well.

        That would require a few extra steps!

        Actually that company is developing a large coal mine in Indonesia so they have their supply coming up.

          The law comes from the EPA, which was established by Congress under the Clean Air Act. The right of the EPA to regulate CO2 was confirmed by the Supreme Court.

          A law was passed by the legislature, its Constitutionality was confirmed by the judicial system, it was executed by the executive branch. This is how the US works. Civics 101.

          Now political hacks are using it to attack Obama, as expected. If they don't like it we can use the same process in place to fix it. Have Congress pass a law changing the powers of the EPA. Problem solved. (Unless you're a political hack, that is.)

            When that law was passed no one imagined some clown would try to use it as they presently are.
