    The best thing to use is a product designed for that purpose, such as the MPPT circuitry in a battery charge controller used with a PV array.

    The problem is not the simple DC-DC converter foundation (as in buck, boost, joule thief, etc) but in how you apply external feedback controls to that converter to dynamically change its operating parameters.

      well its a matter of designing only, that's the only reason to post it in DIY thread, thanks anyways
