    How many hours per day?

How many of the lights for each sign?

    Location?

Most street light locations at a low level will have a shortage of sun.

It is possible but you have not given us any details in which to help you with. Need:

      Location
      Time of year use
      LED wattage
How many hours light will be on in a day.

What I can tell you is a 12 volt 4 AH battery will take approx a 10 watt panel which will generate roughly 20 to 40 watt hours per day. That is not much power. Enough to supply a 5 watt LED about 4 to 8 hours. Problem will be converting 12 volts down to 5 volts. That will eat more power then the light using a series regulator. .
