You will almost certainly not be able to legally connect up a Grid Tie Inverter, so anything you do will just be charging batteries and supplying either DC or AC via an inverter to whatever your isolated loads are.
Economically it does not make any sense, no matter how ubiquitous and inexpensive you can make it.
Now if the plan is for the apartment landlord or the group home operator to do it, then GTI may be a possibility. But not set up on an apartment by apartment basis. Instead think about a large array of panels on the roof or other management-controlled area.
