You should use the lowest temp the panels are expected to be exposed to. In my location I have seen -35 F and that's what I plugged into the calculation. The reality is that with a string inverter, there is some margin if you size the array on the low end of the voltage range. What you need to ensure is that at no point does the voltage exceed the maximum voltage and that occurs sometime around sunrise on cold sunny day in the winter sometimes around sunrise

Using something near the record low usually makes sense. The "extreme min" shown by this site is intended to be the min temperature used for PV system design.
